Insights on the Immigration Policy Resolution

A few weeks ago, in the County Council meeting I brought up a resolution on immigration policy and it generated a lot of interest—and maybe some confusion.
So, I want to clear up some things about my intentions.
First a little background.
In the last two years the federal government has provided tax abatements and/or tax credits in the amount of $20 million dollars to build apartment buildings in our community. We have seen an increase in apartments in our county of approximately 160%.
In the month of September 2023, the Mayor of St. Louis announced that they were negotiating with leaders in Chicago to transfer immigrants to St. Louis. Chicago is a sanctuary city with a lot of problems. St. Louis is leading the country in the worst crime per capita with Chicago to follow.
The “Parole” program that was administered by Homeland Security through the Biden Administration changes our federal immigration laws with no legislative act from Congress. Our Missouri Attorney General along with 19 other state attorneys general filed lawsuits against this policy.
In the opinion of these state attorneys general, these immigrants are illegal. Our county and the city of St. Louis cannot afford the additional strain on infrastructure and law enforcement. It should not be tolerated that the federal government is trying to break down American cities and counties by making them so diverse that we lose our American heritage.
We welcome any immigrant who follows the federal immigration laws put in place by Congress that every person had to follow. If, in fact, you believe that the program is legitimate, then it requires the sponsor to fund the parolee for two years. In this case, they declared they would fund the immigrant for three months.
And then what?
Also, if it’s truly a humanitarian effort, then why is it limited to only four countries of origin? The County Council introduced a resolution to simply support the notion that we believe in following all federal and state immigration laws and support our attorney general.
Other council members voted No, claiming the resolution served no meaningful purpose.
But I believe as leaders you stand up for the things you believe in– especially when neighboring communities are doing things unlawfully.

A Message from the County Executive: Resolutions for a New Year

January brings resolutions, both personal and professional, and fresh starts for the New Year.
When it comes to my job as County Executive, my New Year’s resolution is to do an even better job at the things we are doing in county government. If you ask about changes, my first inclination is to “do no harm.”
Generally, thanks to our employees, partners in local government, and people like you, the county is doing very well in a lot of ways and maybe my number one resolution should be “Don’t screw it up”?
Nevertheless, as most of you know, I’m not running for re-election, and I’m like that old Schlitz beer commercial with the sailboat, where the announcer with the deep voice says, “You only go around once in life, so grab all the gusto you can get.” I have three more years to grab for the gusto and, hopefully, make our county even better.
So what do we need to do? Many of you also know my love for Missouri history. When thinking about the future of St. Charles County, I look at the past in St. Louis city and county. We need to duplicate their previous successes and avoid their failures.
St. Louis County has a fine county park system. When I became County Executive 17 years ago, I asked our Director of Parks how many more acres of park land we needed to have the same ratio of acres to people as St. Louis County. She told me, and today we have exceeded the acreage we were originally aiming for. But the problem is we have 40,000 more people than 17 years ago, so the goalpost for the people-to-park-acres ratio has also moved—but we are working on it.
St. Louis County voters approved a police department in 1955, our voters did the same in 2015. It has worked with the municipal departments in the county on initiatives like interoperable radio communication, a crime lab and an Emergency Management headquarters that benefit all of our first responders. These facilities were built with funds from a capital improvements tax that has, over the years, funded all the buildings in county government.
While my administration has never suggested “growing” government, and our property tax rate for general revenue is zero, we do need to maintain and expand our present facilities to serve the ever- increasing population of the county. St. Louis County did little to update its administrative building built in the ’60s, and today they are told it is obsolete.
To avoid similar results, we need to update our jail, which is going on 40 years old and was not designed to deal with the type of hard-core guests we have today. To meet these needs the county needs the capital improvement tax at its current rate. The renewal of the tax is on the April ballot for voter authorization.
Just look at north St. Louis County: 25 years ago, north St. Louis County looked like what we’ve got here in St. Charles County today. Their schools were as good as ours, their crime rate was the same as ours—and now it’s not. So, if we use the same playbook that they did, are we going to end up the same?
We need a new playbook. It should continue the trend, of having a few large cities able to have professional police and planning departments, unlike St. Louis County with its 90 municipalities. We should not plan to have all the rich people living in one part of the county and the poor living in another. Each of our large cities should have housing for all economic classes.
Finally, after everyone in St. Louis who wants to move to St. Charles County has done so, we will stop growing just like the rest of the region. We need to get the entire region going to ensure our long-term future.
We need to start with the crime problem in the City of St. Louis. Think about how proud we are when we see downtown St. Louis featured during a World Series or Stanley Cup finals game. Then contrast that with how ashamed we are when it is featured in a report on rampant crime.
While crime rates are low in most neighborhoods in the region, the city’s reputation for crime affects the entire region in the eyes of families and businesses around the country seeking somewhere to move. I want to do anything I can to stop the crime and repair the region’s reputation. This is a topic of discussion this year at East-West Gateway Council of Governments, and I hope I can make a difference.

National Equestrian Center
